The development of the labour costs and the unit labour costs in the Czech Republic and the EU at the beginning of the economic crisis tries to describe and to analyze changes in comparison with the previous economic boom. The publication summa¬rizes fragmented information from EU countries and the USA on the field of the labour costs, the income taxation and the unit labour costs in the period 2004-2009. The evaluation of the fundamental problems of cost and labour efficiency movements within the proportions of change of the macroeconomic framework is based on research results, which were formulated in the RILSA studies and in the expert articles from the period 2005-2009 as well as in the researches made by foreign institutions. In its first part, the study deals with the full labour costs in the Czech Republic and the changes in their structure. The authors compare labour costs and their changes at the beginning of the crisis in the Czech Republic and in the EU on the basis of information provided by Eurostat and OECD. The second part of the study deals with the unit labour costs, i.e. with the efficient expenditure of labour and the economic contexts of their development cycle.
