The presented publication deals with the conceptual foundations and basic principles and strategies of designing family policy on the local and regional levels. General theoretical-conceptual and methodological foundations of designing local and regional family policy are being analysed from the perspective of the options of their implementation and optimisation for municipalities of varying sizes, with a different socio-demographic structure and different economic conditions.
The proposed measures have been derived by mapping the existing expert knowledge and practical experiences (using the results of a survey of opinions and experiences of municipal representatives, among other sources), including best practice examples. They are meant to serve as a methodical basis especially for municipalities to plan and design their family policy, but also for regions and the MoLSA to devise methodical and conceptual guidelines for family policy implemented on lower levels.
The introductory part of the publication clarifies the meaning of local and regional family policy and summarizes the opinions and experiences of Czech experts regarding its framing, purpose and significance. The following parts deal with the general requirements of formulating local and regional family policy strategies and its institutional anchorage.
The publication builds on a few main sources. They include recommendations and experiences of people who deal with the topic theoretically or practically and the results of an original quantitative and qualitative survey. The authors have also analysed municipal representatives’ experiences with the practical implementation of family policy measures and activities, as documented for example in the materials of the annual “Family Friendly Municipality” contest and materials published by municipalities, organisations and other actors.
The monograph forms the first part of a two-volume outcome from the project “A collection of family policy provisions on the regional and local levels and the conditions of their practical implementation”, being followed by a methodical publication presenting specific guidelines and best practice examples - Kuchařová, V., Barvíková, J., Svobodová, K., Šastná, A.: Local and regional family policy in practice.
