The project provides an overview of minimum conditions for pension entitlement in European countries, Canada and the United States and comparative analysis of the evidence collected. Based on the analysis the paper recommends the introduction of a universal pension scheme guaranteeing a minimum income for pensioners, regardless of participation in the pension scheme. Furthermore, the project presents in three variants the possibility of changing the regulation of the minimum period of insurance in the Czech Republic and the potential introduction of the institute full pension.
