Different views of social workers and Medical Assessment Service’s doctors on the role of social workers within the process of Care Allowance administration

This study describes and discusses outcomes of the research project The role of social workers, Medical Assessment Service and medical practitioners within procedure of Care Allowance allocation. Using qualitative case study methodology we aimed to understand the process of Care Allowance administration in depth. Above all we focused on the construction and pursuance of the roles of social workers and doctors within the process as well as on the analysis of their cooperation. Moreover, special attention was paid to the question, whether and how the activity of social workers helps Care Allowance claimants and receivers to cope with their difficult life situation. Findings of the research suggest that the cooperation between the main actors of the process, i.e. social workers and Medical Assessment Service’s doctors, is often hampered by mutual misunderstanding of the different viewpoints of social work and medicine on the reduced self-sufficiency and on the goal of the Care Allowance itself. Further, social workers working within the agenda of Care Allowance often act more as clerks than social workers; therefore their help to the Care Allowance claimants and receivers is severely limited.
