Local and regional family policy in practice

This publication primarily presents suggestions for procedures and measures to be taken when implementing family policy on the municipal and regional levels in such fields as services and activities supporting family life, childcare services, housing, employment, leisure time, security and transportation. General foundations, which have been described in detail in the publication „Family policy on the municipal and regional levels. Principles and foundations” by V. Kuchařová, K. Svobodová, A. Šastná & F. Podrápský (2014, VÚPSV, v.v.i.) are here developed into a collection of family policy measures which can be implemented in and optimized for municipalities of varying sizes, with a different socio-demographic structure and different economic conditions. While formulating the presented proposals we have taken into account the expectations, demands and roles of the bodies which would be the ones to implement such measures in the real conditions of their regions and municipalities.
The proposed measures have been derived by mapping the existing expert knowledge and practical experiences, including best practice examples. They are meant to serve as a methodical basis especially for muncipalities to plan and design their family policy, but also for regions and the MoLSA to devise methodical and conceptual guidelines for family policy implemented on lower levels.
The project builds on a combination of research methods, including the secondary analysis of documents, a sample survey targeted at representatives of municipalities in the whole of the Czech Republic, and a qualitative research conducted using semi-structured interviews with representatives of regional and municipal authorities and experts. Municipalities’ strategic documents, documents published by relevant organi¬sa¬tions, as well as applications to the annual “Family Friendly Municipality” contest have been used as a source of best practice examples.
