Salary systems of public administration employees, respectively services are subject to ongoing discussions in individual EU countries. Their goal is to find tools and procedures that ensure employees' stability, high expertise, flexibility and loyalty, and create an effective incentive environment for performing quality and efficient service. The manifestation is continuous fine-tuning of salary systems or total or qualitative adjustment.
The aim of the study was to give an overview of the different remuneration systems in specific civil service conditions, to analyse the foreign experience, trends and current state of remuneration of state employees and, on this basis, to assess their motivation potential. The analysis was focused on systems used in Belgium, Sweden, Germany, Slovakia, Austria, France and in the Czech Republic.
