This project follows on the project analysing a system of care for children at risk in selected regions of the Czech Republic that was carried out by the Research Institute of Labour and Social Affars (RILSA) on the requirement of the Ministry of Labour and Social Affairs of the C.R. (MLSA) in 2010. An extensive survey was realized within this project in three regions – Karlovy Vary, Olomouc and Zlín. It concentrated on (1) institutions for long-term care for children and youth, (2) departments of social and legal protection of children (OSPOD) at local level and (3) other subjects participating by their services in the work with children and families at risk.
In 2011 the collected data were used for regional analyses of the regions of Karlovy Vary, Olomouc and Zlín. The aim was to follow up the former complex analysis of the main aspects of the system of care for children at risk with more detailed regional analyses in order to submit particular information for MLSA and regional bodies of the pilot regions. The project paid more attention to mutual relations between the particular components of the system and among others it supplied the existing data with data from a new questionnaire survey among providers of social and other services. It is just the cooperation with external subjects what is indispensable in the system while not enough developed. Limited chances for timely involvement of the external services have negative consequences for the work of social workers at OSPOD, especially in delays in solving the cases or in forced choices of alternative ways of solutions (and often less appropriate at the same time). The limited accessibility of some services demands more time and financial involvement of clients which consequently often decreases their willingness to use the services.
Beside the regional analyses some instruments for data collection and analyses of the system of care for children at risk were modified as they were formerly in 2010 adopted from those developed by LUMOS organisation. A set of instruments was proposed in such a mode that they enable to use the adopted methods for both the detailed (e.g.regional) analyses of the system and the continuous monitoring of the whole system of care for children at risk together with evaluation of the steps taken within the system’s transformation in the following stages.
