The project was carried out for the Ministry of Labour and Social Affairs of the Czech Republic in relation to the preparation of the new Act on Social Housing. Its aim was to map the population of potential users of social housing in terms of household structure and cohabitation forms, size and structure of family units, current housing forms, prevalence of persons with disabilities, and other characteristics. In order to underpin persons in different levels of housing exclusion using the different available data sources, the project was divided into two parts. The first used an analysis of EU-SILC 2013 data and of the database of recipients of benefits of assistance in material need 2014 to describe the group of people who represent a potential target group of social housing due to low income and living standards. The second part focused, on the one hand, on people who are homeless, and on the other hand, on people in danger of housing exclusion due to other (not only financial) unfavourable life circumstances. In this part, due to the heterogeneity of the studied population, the characteristics of the following sub-groups were analysed separately: people living rough, people living in facilities providing social services, and people living in inadequate housing. The analysis used available statistical and research data and data from a few questionnaire and telephone surveys carried out among social services providers and municipalities in order to complement for data which are not regularly collected.
