The aim of the project consisted of the detailed mapping of the loss of housing and its prevention in order to propose a comprehensive methodological tool for the implementation of preventive measures concerning those households at risk of losing their accommodation. The project analysed the risk of the loss of housing and evaluated existing mechanisms employed in order to eliminate this risk. The objective of the analysis was to extend existing knowledge on this topic and to assess the potential and limits of current national and local housing policy, including the efforts of all the relevant players in this field. The final output of the project consists of the “Methodology of housing loss prevention” study, certified by the Ministry of Labour and Social Affairs, which presents specific methodological support for municipalities with extended powers in terms of dealing with adverse social situations associated with the loss of accommodation. The design of the above methodology fulfils one of the requirements for the implementation of measures formulated in a range of strategic and conceptual documents related to housing. The methodology first identifies and then describes certain fundamental adverse situations that may lead to the loss of housing, describes the “triggers” for such situations and the various target groups that are defined through these situations and proposes a screening system. The main parts of the methodology make up a crucial element of the process aimed at solving various adverse social situations associated with the risk of housing loss.
