So far the practice of designing regional and local family policy has not been developed sufficiently and no institutional base for a systematic support provision to families on these levels has been established. Municipalities implement a variety of measures for children, seniors or entire families. However, this happens to a large extent as part of their statutory duties, while they lack experience meeting the needs of their families comprehensively and making use of all their competences. Generally they lack a clear family policy plan. The diversity of needs and problems that families have, cannot however be fully and effectively met without a complex approach, or just using central-level measures. The purpose of family policy is among other things to strengthen the autonomy and competences of families by acknowledging their contribution to the society, as well as by providing timely and targeted support. It is important that general as well as locally specific goals of family policy are met complementarily on the state, regional and municipal levels.
The project builds on theoretical-conceptual and methodological foundations of local and regional family policy on the one hand, and on practical provisions applied in its different spheres on the other. The outcomes include practical proposals of procedures and measures to be applied while implementing family policy on the level of municipalities and regions in such fields as services and activities supporting family life, childcare services, housing, employment, leisure time, security and transportation. General conceptions are developed into a collection of family policy measures which can be implemented in and specified for municipalities of varying sizes, with a different socio-demographic structure and different economic conditions. While formulating the presented proposals we have taken into account the expectations, demands and roles of the bodies which would be the ones to implement such measures in the real conditions of their regions and municipalities.
The proposed measures have been derived by mapping the existing expert knowledge and practical experiences, including best practice examples. They are meant to serve as a methodical basis especially for municipalities to plan and design their family policy, but also for regions and the MoLSA to devise methodical and conceptual guidelines for family policy implemented on lower levels.
The project builds on a combination of quantitative and qualitative research methods supplemented by a secondary analysis of documents. The sociological sample survey targeted representatives of municipalities in the whole of the Czech Republic, and in the qualitative research representatives of regional and municipal authorities and practical experts took part in semi-structured interviews. Municipalities’ strategic documents, documents issued by relevant organisations as well as applications to the annual “Family Friendly Municipality” contest have been used as a source of best practice examples.
