The methodology suggests new procedures regarding working with the database of the unemployed and that of recipients of the material needs benefit that comply with a number of new opportunities offered by these databases. The methodology also provides for the extension of the use of existing databases when evaluating the impact of active employment policy programmes. New procedures concern the definition of the scope of the data processed, the content of the analysis, the preparation and editing of the data for analysis and final analysis methods. The methodology can be used for a comprehensive assessment of the impact of active employment policy measures, as well as the analysis of other programme sub-aspects particularly their targeting and price. Furthermore, the methodology allows for the monitoring of programme quality and the links between the characteristics of the participants and the impacts thereof. The methodology also extends the range of information available on material needs benefit recipients and increases both the reliability and validity of the evaluation of the impacts resulting from an improvement in terms of the methods employed for the matching of individual cases. The methodology provides an effective means of deciding on both the settings and subsequent adjustment of active employment policy tools.
