 The project focuses on an evaluation of the functioning of employment services in the Czech Republic, including a number of reforms implemented in recent years. The outcome of the project consists of a study that characterises employment services with respect to the Ministry of Labour and Social Affairs and the degree of cooperation between various bodies at the state and local administration levels and the public and private sectors. The study includes an evaluation of the management systems of the institutions involved in the provision of employment services, a description of their hierarchies, forms of cooperation, organisational structures, budgeting and staffing including personnel policies related to motivation, remuneration, assessment, training and career progression. A further objective of the study is to provide an evaluation of the analytical support and conceptual approach applied in the sector. Given that employment services are, in terms of the international context, understood in a somewhat broader sense, the study addresses inspection activities and combatting the informal economy, including the features of the most widespread forms of illegal employment and entrepreneurship and the extent thereof. Further, the study addresses the capacity of the various organisations in terms of dealing with illegal employment (both from the legal and institutional viewpoints), ways in which to ensure the continuous training of the staff of the various competent authorities and the link between inspection activities and legal proceedings. In addition, the study provides a description of cooperation with other state and local administration organisations as well as social partners in the context of combatting illegal employment.
