The project aimed to verify the use of the recommendations of the European Commission via the so-called Quality Framework for the Anticipation of Change and Restructuring in corporate practice. This EU Framework, introduced in 2013, summarises best practice tools targeted at minimising the impact of restructuring on both employers and their employees. The project further aimed to examine how this Framework and its recommendations are used in practice by employers who are, or have been, forced into restructuring. The overall analysis for the entire EU was carried out by ICF International. As part of the project the Czech Research Institute for Labour and Social Affairs (RILSA – VÚPSV) conducted three case studies involving the following companies: Severočeské doly a.s. (a mining company) which, in 2014, made a number of redundancies and GZ Media a.s. and Správa železniční dopravní cesty (the railway infrastructure administrator) which, in contrast, recruited employees in 2014-2015. The case studies monitored the whole of the restructuring process, preparations involving the dismissal and recruitment processes, the involvement of other stakeholders etc. It was determined that in none of the three cases, however, did the restructuring process follow the recommendations set out in the Framework.
